The UP Asian Center in partnership with the UP Diliman Quality Assurance Office will be holding Building Institutional Excellence: Seminar on Policy and Procedure Development for the Asian Centeron 14 July 2026, 8:00 AM - 5:00 PM, PST (GMT+8), at the Seminar Room, UP Asian Center. The event is exclusively for the Asian Center Staff.
ABOUT THE SEMINAR
As the Asian Center continues to strengthen its institutional systems and align its operations with quality assurance standards, the development of comprehensive, standardized, and well-documented policies and procedures has become an institutional priority. Clear policies and procedures promote consistency in operations, enhance accountability, preserve institutional knowledge, facilitate onboarding of personnel, and ensure continuity of services regardless of changes in staffing.
This initiative also supports the Asian Center's ongoing preparations for institutional quality assurance and accreditation initiatives, including compliance with national and international quality assurance frameworks. The seminar will serve as a capacity-building activity that equips faculty members, administrative staff, and personnel with the knowledge and practical skills necessary to distinguish policies from procedures, understand their importance in organizational governance, and develop office-specific documents that reflect existing operational practices while adhering to recognized quality management principles.
Through a series of lectures, workshops, and collaborative writeshop sessions, participants will begin drafting and refining the policies and procedures of their respective offices. These outputs will serve as foundational documents for the formulation of the Asian Center Manual of Operations, which aims to institutionalize best practices and establish standardized operating procedures across the Center.

QUALITY ASSURANCE OFFICE (QAO)

The QAO is in charge of leading the design and implementation of many transformational capacity building programs at UP Diliman and in other Constituent Universities (CUs) of the UP System since the appointment of its pioneer team in the first quarter of 2021. These include the Institutional Service Proficiency of Innovations, Research, and Education (INSPIRE) program, the Performance Excellence and Evaluation Strategic Training Program (PEESTP), and the Administrative Staff Program towards Institutional Resiliency (ASPIRE). With the new normal brought on by the COVID-19 pandemic in particular, these training programs aimed to increase participants’ capacity to analyze their internal operating procedures in order to assist them in addressing the changing needs of their clients and stakeholders.
The QA Office also takes on crucial oversight functions, including monitoring the Academic Program Improvement (API) fund, which seeks to strengthen the link between education, research, and creative work by supporting projects proposed by degree-granting units (DGUs) to develop academically excellent programs that meet national and international QA standards.
